Non-binding agreements, often known as "Gentlemen's Agreements" include various forms of:
- declaration of intent
- joint statements
- joint press releases
- reports of discussions.
Because they are not binding, they are not required by law to be approved or authorized by the government.
Non-binding agreements have no legal force, unlike international agreements, conventions and accords. They nevertheless help govern relations between states and play an extremely important political role, while allowing states to escape legal constraints.
In addition, experience has shown that non-binding agreements are just as likely to be respected by the signatory parties as binding agreements.
To date, Québec has signed over 224 non-binding agreements.
