As defined in the Act respecting the Ministère des Relations internationales, the agreements are those reached between the Government or one of its departments or agencies, on the one part, and a foreign government or one of its departments, an international organization, or an agency of such a government or organization, on the other part.
International agreements are binding, since they contain international commitments for which the Québec government is responsible. The Act specifies that the agreements, to be valid, must be endorsed and ratified by the government.
To date, Québec has signed over 776 international agreements, of which 413 are currently in force.
France-Québec Agreement on the Mutual Recognition of Professional Qualifications
