Health and social services cooperation agreement with Brazil

Québec’s Minister of Health and Social Services, Réjean Hébert, recently signed a cooperation agreement in the area of health and social services with CONASS, the Brazilian national council of state health secretaries.

Among other responsibilities, CONASS represents the joint interests of Brazil’s state health secretaries in relations with the federal and municipal authorities regarding management of Brazil’s universal healthcare system. It also collaborates in identifying strategies and solutions to universal healthcare system problems.

This is the second agreement between the Ministère de la Santé et des Services sociaux (MSSS) and CONASS. It is aimed at promoting and encouraging cooperation and dialogue in priority areas such as the following:

  • health promotion and protection
  • prevention and treatment of chronic illnesses and addictions
  • children’s living conditions and child healthcare
  • improvement of front-line services
  • integration of primary and specialized care
  • funding of health and social service systems and methods of remuneration
  • continuous improvement of quality and performance
  • information systems, health telematics and electronic health files

Ongoing collaboration

The new agreement is closely aligned with the 2004 accord with CONASS, which generated extensive sharing of information and good practices, and several visits by Brazilian delegations to Québec and Québec missions to Brazil.

The terms of application of the 2013 agreement pave the way to deployment. Among other things, annual exchanges between the MSSS and CONASS will serve to identify collaboration priorities and efforts.

The health and social services systems in Québec and Brazil are based on similar principles, such as universality, equity, completeness and service hierarchization, and Québec and Brazil are facing similar challenges.
